DBZ/GW animated gifs

here is my animated gif section I always liked animated gifs and thought they were really kool so I made a section for them right here. Obviously none of these are mine but I would like to make my own one day (once I have the right software to do it)im looking for a easy program that I can edit frame by frame with a paint like set up then play the frames in a sequence and save it as a gif.
